In the wake of the Grenfell Tower tragedy, the Building Safety Act 2023 introduced new requirements to ensure that anyone involved in building work is both competent and accountable. As part of this, the Construction Leadership Council (CLC) is have advocated the development of Competence Frameworks across all construction occupations – setting out the skills, knowledge, experience and behaviours (SKEBs) required, along with clear and defined routes to competence. For plant-based occupations, this programme is being led by the Plant Sector Representative Organisation (PSRO), project-managed by the Construction Plant-hire Association (CPA) and supported by an employer-led Technical Review Group to ensure robust, sector-wide consultation.
Phase 1 (Plant Operators) is now complete and a public consultation is currently live, with the draft framework is available to view on the PSRO website. To help employers understand what the Competency Frameworks programme involves and what it means for the sector and their business, the PSRO are hosting a one-hour webinar and provides an opportunity to give feedback before Phase 1 goes live.
