The Health and Safety Executive (HSE) has now launched a Call for Evidence (CfE) for a review of the Lifting Operations and Lifting Equipment Regulations (LOLER) 1998, previously announced by the Government under the Regulatory Action Programme (RAP). The review, the Government states, is to reduce unnecessary bureaucracy, enhance regulatory efficiency and ensure legislation keeps pace with technological advancements and modern working practices. The Pressure Systems Safety Regulations (PSSR) 2000 are also being reviewed.
The aim of the HSE is to explore opportunities to reduce regulatory burdens on businesses, whilst continuing to uphold high standards of workplace health and safety, and are inviting input from industry stakeholders to seek clarity, simplify any requirements and modernise regulatory processes. They add that the review is not a comprehensive overhaul of both LOLER and PSSR, but a focused effort to ensure that they remain proportionate, effective, and aligned with current and emerging technologies.
The review of LOLER and PSSR, including the ACOPs, will form two separate CfE’s and both are now open for feedback on the HSE website and will remain open for six weeks, closing 11 November 2025. Feedback can be made via the links further below.
CPA will, through the various lifting-related interest groups, produce a collective response on LOLER as well as working with other organisations such as the Industry Lifting Lead AP Group, administered by the CPA. However, CPA Members are however encouraged to respond to both reviews in their own right.
