Safety and Technical Publications
CPA Best Practice Guides cover the essential health, safety and legal requirements for operating plant. The Guides are written with practical experience from the industry, and in many cases have had endorsement from the HSE. There are over 25 Best Practice Guides and more than 20 Technical Information Notes available to Members and the industry, free of charge. Guidance produced by CPA is used by HSE Inspectors - it is the industry standard.
The CPA publishes 105 Safety Leaflets, 3 Operator Safety Guide Booklets and over 50 Best Practice/Safety Guides and Technical Information Sheets on different safety topics.
There are four types:

- Safety & Technical Guidance on specific topics (free of charge)
- Safety Leaflets for the customer on the use of small equipment and tools
CPA Safety Leaflets for Users of Small Equipment and Tools

All 105 CPA safety leaflets were reviewed and amended in 2008 to include general warnings on competence and capability of the operator, as well as revised warnings on noise and vibration.
Adobe Acrobat pdf files for all leaflets are available on the CD-ROM. This will enable hire companies to print leaflets according to their own needs and maximise provision of safety instructions.
The files have been re-formatted to be better suited to printing in small quantities by members.
The Provision and Use of Work Equipment Regulations (PUWER) 1998 state in regulation 8 that "every employer shall ensure that all persons who use work equipment have available to them adequate health and safety information and, where appropriate written instructions pertaining to the use of the work equipment".
This applies to the hire situation and in order to help members meet this requirement of the law the CPA publish over a hundred generic safety leaflets that are designed for the user of the equipment or tools.

Best Practice Guides
CPA Best Practice Guides are normally booklets that give detailed guidance on best practice for supervisors and managers on subjects such as risk assessment, thorough examination of lifting equipment, safe use and maintenance of plant.

This Code gives guidance for the safe use of lorry-mounted concrete pumps. Sections are also applicable to static concrete pumps, trailer-mounted concrete pumps and tower-mounted booms. The Code recommends minimum standards for safe and efficient operations. It covers selection of concrete pumps, travelling to and from the site, the pumping operations, cleaning out the pump, inspection, thorough examination and maintenance. |

This covers lifting operations mainly from the crane operator's perspective, but it also covers the duties of the whole lifting team. It provides easily understood guidance on the hazards involved in crane operations and precautions to be taken.
Mobile Elevating Work Platform Operators' Safety Guide
This guide covers the operation from the MEWP operator's perspective. It provides guidance in an easily understood form. Managers and supervisors will find it useful to help with the interpretation of their responsibilities for risk assessment and establishing safe systems of work.
Concrete Pump Operators' Safety Guide
This covers concrete pumping from the operator's perspective. It provides guidance and summarises the principal hazards and precautions to be taken. Managers and supervisors will also find it useful with their own responsibilities for risk assessment and safe systems of work.
Tower Crane Operator's Handbook
The tower crane operator plays a vital role in the team and the aim of this guide is to give them essential practical advice to help carry out this role successfully.
Safety & Technical Guidance
These are free leaflets or booklets on specific safety topics of concern to plant hirers. These can be downloaded (below) free of charge. These are frequently added to as more guidance is written for the benefit of both plant hire companies and their customers.

Safety Guidance - All Round Visibility on Mobile Plant (SG 008) Where the operator’s field of vision is inadequate in the cab of mobile plant, hire companies are required, by law, to provide additional driver visibility aids. The customer has responsibilities for risk assessment and the guidance outlines the problems and solutions available to them in order to select suitable plant. Technical Guidance - Excepted Vehicle Permitted to Use Red Diesel (TG101) Changes to the list of “excepted vehicles” in Section 12 of Schedule 1 of the Hydrocarbon Oils Duties Act 1979 are coming into force in two stages on the 1st April 2007 and the 1st April 2008. Vehicles and mobile plant on the excepted vehicles Schedule are permitted to use red diesel on roads. All other vehicles not on the Schedule must use white diesel.
